This is the single most common mistake when booking a 23-seater coaster mini bus. Seat count and luggage capacity are not the same thing.
A 23-seater small coach is effectively a long van. It has a small undercarriage compartment, but not the deep underfloor holds of a full-size coach. Fill all 23 seats with people and there is almost no room left for large bags.
